Scottish Housing Regulator
The Scottish Housing Regulator is an independent regulator of Registered Social Landlords (RSLs) and local authority housing services in Scotland, accountable to the Scottish Parliament. They were established as an independent body on 1st April 2011 under the Housing (Scotland) Act 2010. They have one statutory objective which is to safeguard and promote the interests of current and future tenants, homeless people and others who use services provided by social landlords. in 2013, they state that they regulate 183 registered social landlords and the housing activities of 32 local authorities.
The Scottish Housing Regulator (SHR) states that its key priorities are – good service delivery and performance for tenants and others; good governance; and financial health. This means landlords achieving the outcomes and standards in the Social Housing Charter; RSLs being well governed and in good financial health; lenders and public funders having confidence to continue to invest in social housing.
The Scottish Housing Regulator has recently published a ‘How we regulate: a guide for tenants and service users.’ This short, summary guide lets people know more about:
who they are and what they do,
what you can expect from your landlord,
how you can find out about your landlord’s performance; and
how to raise a concern about your landlord.

Complaints & Serious Concerns – If you are a tenant of a registered social landlord (RSL), such as a housing association or co-operative, or if you are a council tenant, you can report a significant performance failure (SPF) to The Scottish Housing Regulator (SHR). The SHR has produced an information leaflet explaining the difference between a complaint and a serious concerns. Find out more. (You can also download Word Version of a Serious Concerns form)
SHR Regulatory Framework – The SHR are committed to the better regulation principles enshrined in the Scottish Regulators’ Strategic Code of Practice. This Code also reflects their obligations under section 3 of the 2010 Act. The regulation is:
- proportionate
- consistent
- accountable
- transparent
- targeted only where needed.
SHR Annual Assurance Statements – from October 2019 all social landlords are required to approve and submit an annual assurance statement signed off by the Governing Board. Guidance on what should be contained within the Assurance Statement can be found here
