Leadership Team
Paul Martin
Chief Executive Officer
Paul has been the Director of Milnbank Housing Association since October 2022. He has extensive senior management experience spanning over 25 years, with over six years of experience as the Chief Executive of the leading Scottish Charity, The Merchants House of Glasgow. Before that, he was a Member of the Scottish Parliament for 17 years, where he served as the Convenor of the Audit Committee and for over six years as the Shadow Business Manager and Chief of Staff.
As Director, Paul is responsible for providing strategic and operational leadership to the staff management team and managing and developing the Association in response to the wishes of the Management Committee.
Linda Sichi
Deputy Chief Executive Officer
Linda has worked at Milnbank for 40 years. She has been in her current role as Depute Director for over 20 years. Her previous posts included Housing Manager and she has worked in Finance, Admin, Maintenance and Factoring and her current remit include Head of HR and Governance.
Linda has a Master’s Degree in Human Resource Management from Glasgow Caledonian University and a Post Graduate Diploma in Housing Studies from the University of Glasgow. She is currently a Board Member of the Glasgow & West of Scotland Housing Forum and has previously served on the Boards of SHARE and the local East End Advice Centre.
Mark Smith
Director of Asset Management
Mark joined Milnbank Housing Association in December 2024. Prior to joining MHA, Mark gained almost 20 years’ experience in Architectural practice and worked alongside Housing Association clients for the vast majority of his projects. In addition to numerous newbuild and refurbishment projects, Mark has completed stock condition surveys and building inspection services for various social landlords. This has led to a knowledge and understanding of the various typologies within the Associations housing stock.
As Director of Asset Management, Mark is responsible for the Association’s housing and property assets and delivering the Associations visions and policies for upgrading their stock portfolio. This is driven by Marks passion towards providing safe and comfortable homes for tenants.
Mark has a Pg(Dip) in Architectural Studies and remains a registered Architect (Arb).
Chris Chalk
Director of Housing & Community Initiatives
Chris has substantial experience working in social housing. Chris started with Argyll & Bute Council as it transitioned to Argyll Community Housing Association in 2003. He then moved onto GHA/Wheatley in 2005 and worked in various roles, including Housing Management, Service Improvement, Repairs & Maintenance and Compliance, and across various areas of Glasgow and Edinburgh.
Before coming to Milnbank Housing Association Chris was the Housing Manager with Trafalgar Housing Association. He is a board member with Dunbritton Housing Association and represents Dunbritton on the board of EVH. Chris has a Bachelors degree in Business IT and a diploma in Housing studies.
Chris is passionate about delivering tenant and community focussed services and strongly believes that our customers should be the ones who shape our services.
Keith Notman
Director of Finance
Keith has been Finance Director of Milnbank Housing Association since August 2024. He has extensive senior management experience over the last 20 years. Keith is a qualified Chartered accountant and has significant experience in financial and tax compliance, financial planning, restructuring and refinancing, budgeting and cash management. He has worked in various sectors, mainly real estate and asset management and for the last 10 years he has worked in the construction sector.
As Director, Keith is responsible for providing strategic and financial leadership throughout the organisation and to ensure that all financial compliance is followed.
Keith has a BA in Accountancy and Finance from Heriot Watt University.
